How Do You Make Your Own Blog Template?

Well, I’m A BlogSpot User already active for a year and I think I’m going to update the old LCARS format I used this year into a new LCARS format. (LCARS is the cool computer in Star Trek). Mostly the Banners and Buttons are really just PNG Pics stuck there, and doing HTML to get them at the right position and place is hard. Is there a program or software out there that can help make blog templates? Or do I code-HTML from scratch?
